Abstract – Executive Summary
This report has relatively little
data. We here at Mentalation Solutions
Group (MSG) decided to leave out the objective findings part. This report is centered about an upcoming
community event (conference). The
conference is the annual (2019) Meeting Of the Minds (MOMs) in Orange County
next week on May 15th. In
this report: We address a few Behavioral Health Doctors (BHDs) that we have or
had relationships with past and present.
While preparing this report we went back and retrieved some legacy
data. We compared doctor Bera with
doctor De Silva. Both are Behavioral
Health Doctors (BHDs) practicing in Orange County California. We tested each for their impression and impact
on us. We are Mentalation Solutions
Group (MSG). This report pertains to our
principle Keith “Buster” Torkelson. Both
doctors Bera and De Silva have a subpar impression about “Buster”. Another BHD doctor Clayton Chau presented in
2018. Doctor has been Busters friend
since 2009. For the 2018 MOMs doctor Bera
is a no-show. Thus we compare Bera’s
presentation for 2017 and Chau’s presentation for 2018. They both scored very well earning 4.4 and
5.0 star equivalents respectively. In
this report we further our investigation on Key Performance Measures (KPMs) and
Indicators. Our KPM Beta Tool addressing
BHDs 24 Items. We share our KPM tool in
its’ current incarnation here in this report.
At this conference we are planning on furthering the development of our
Housing Advisory Board initiative. Once
again the MOMs is Wednesday, May 15, 2019.
Accountability & Transparency (A&T) is the rave in public health
these days. We find that BHDs have a
long way to go particularly when it comes to making public their Performance
Metrics.

Expectations
We do not expect many of the
Exhibitors to have housing programs no less housing program resources such as
lists of facilities that Rent A Shared Room (RASR) such as a Room &
Board. For next year’s Meeting Of the
Minds (MOMs) we suggest that the promoter Mental Health Association Orange
County (MHAOC) dedicates the whole conference to housing. We here at MSG would like to get a table next
year for promoting and growing our Free Interactive Housing Advisory Board APP.

the course of 2018 to the present we have had six (6) appointments with doctor
RBB. After the fifth (5th)
appointment we determined that he is for the most part stable. We told him about our Housing Advisory ideas
and developments. He complimented us and
said: “Thank You for Advocating”. We
intended to reduce time spend and effort about him. Possibly only write and publish one report
that includes him once per quarter. The
frequency of our medication management appointment with him is once per quarter
or every three (3) months. He even told
us that we were and easy appointment.
Things changed on April 3, 2019 (W).
He changed our protocols unilaterally.
He implied that this is how “I choose to run my practice!”. We left a bit dissapointed. Yet more important is that he may now be a
risk to our health. We decided to attend
his MOM 2019 presentation (see excerpt below) in order to discover some strengths
about him.

compensate for choosing RBB’s presentation we will stop by Workshop 18 and see
if we can pickup the handouts. We are
fairly familiar with the people and places listed as presenters below. We regularly attend a monthly Mental Health
Services Act (MHSA) Steering Committee Meeting (SCM). At those meetings they discuss housing and
county housing programs. We hope that
this presentation includes materials addressing Renting A Shared Room for the

Illusions of Grandeur
Due to confidentiality and lack
of transparency we really do not know what doctor RBB is about. There are indications that he believes he and
his working are impressive. His
appearance is adequate. His style leaves
some things not admirable. In the
organizational hierarchical trees for which he falls there are indications that
he is high ranking. We do not see much
social importance about him. Brand New
Day (BND) which contracts with him probably could get by after a bit of resource
levelling without him. In 2018 after four (4) appointments we were growing
happy with our partnership with him. Then
came what we call the “Crash Appointment” on April 3, 2019 (W). We are planning a report address our April 3,
2019 Crash Appointment. We thought we
could move ahead rather than having our TRAIN derail. We were especially interested in discussing
Family Involvement with him. Doctor RBB
indicated that Family Involvement was important for our Behavioral Health.

Back in 1989 we hooked up with
the John Henry Foundation (JHF). It
didn’t meet our needs. One of the things
we wished for doctor RB Bera MD to do for us was provide us with an opened
ended referral to the JHF for which he states he is Director. We would like to have this in place to
mitigate a housing crisis. We consider
doctor RB Bera’s JHF engagement as his special interest. In comparison doctor Clayton Chau MD as of
2019 is associating himself the Be Well Initiative. We were unable to find and financial metrics for
Bera’s JHF. Be Well is a multi-million
dollar engagement for the county, for public health and for doctor Chau. We met in March with the Orange County Health
Agency (OCHCA) director of Behavioral Health Services (BHS) and indicating that
Be Well would be out of scope for us. We
will monitor Be Well for Keith “Buster’s” personal interests.

In 2018 we wished to update
doctor Bera’s presentation information.
He was a no show stating later that “I was out of town. We allocated about an hour to him that
day. Doctor Chau has been our friend
since 2009. We first met him when he
spoke (lectured) for our Consumer Training Program. In terms of Presentation Value when applying
the Mental Health Association (MHA) criteria both Chau and Bera performed
rather well.

Process – Shopping in Advance
In 2017 we were shopping in
advance for a replacement Behavioral Health Doctor (BHD). We had at least three different takes on
Rimal B Bera MD. One was the hearsay of
his clients. Another was the ratings his
clients gave on online ratings sites such as Healthgrades. Last was what we garnered from his
presentation at the 2017 Annual Meeting Of the Minds (MOMs). In 2018 we committed to partner with RBB for
our Behavioral Health Needs (BHNs).

Sitting on This Data
We collected the data for the
above matrix and two that follow at the 2017 MOMs. We have sat on it for about two (2)
years. When we finally got around to
tabulating this data we are surprised at how low both RBB and De Silva
score. These scores are not in line with
their online client star grades.

APD on De Silva
Back in 1989 after two doctors
told us that causality was not important.
We argued that causality might be helpful for prevention or earlier
intervention. We saw Doctor De Silva as
private pay. Thus we had the therapeutic
fifty (50) minutes. Doctor De Silva was
not meeting our needs. He was discussing
symptoms: That we didn’t have, were situational or transitory. As doctor Arnold P Deutsch (APD) stated when
we hired him to replace De Silva: “So you fired De Silva”. APD proceeded to help us yet failed to
investigate causality. For some reason 1989
we demonstrated incredible resilience. Now
it is easier to see the mediator of our resilience in hindsight (lived experience). We were living with our parents who provided
excellent nutrition, a peaceful environment to get plenty of rest, and
inspiration. In addition we were working
full time for Hospital Pathologist Central Lab (HPCL). Doctor APD saw improvement enough that he
could honestly endorse (via a letter) our return to UC Davis School of
Veterinary Medicine. With De Silva we
likely would have improved yet not due to his service or his cocktails of
medication.

Buster before he was Buster
connected with doctor De Silva back in 1989.
Doctor De Silva experimented on buster both with a diagnosis and
medication. We Buster linked with his
next doctor Arnold P Deutsch doctor Deutsch changed both the diagnosis and the
medication. Buster remembers at least
two of the medication that De Silva had him on.
When Doctor De Silva spoke at the MOMs 2017 he discussed his new
medication regimen. The two medications
that doctor De Silva used on Buster in 1989 we not on the list. That means that Buster was very likely only
an experiment for De Silva.

Summary
BHD Community Involvement - Comparative
We began shopping for a new
Behavioral Health Doctor back in 2017.
We predicted that doctor Bum Soo Lee our BHD at the time may retired
soon. There are not many slots open
around our BND contracted BHDs at their Garden Grove location. We attended the 2017 annual Meeting Of the
Minds (MOMs). There we heard doctor
Rimal B Bera (RBB) speak. We said “How
Cool!” Doctor Bera is another doctor
like doctor Clayton Chau who speaks and gives it back to the community. On January 3rd, 2018 we had our
first appointment with doctor Bera MD.
We published a few Bera-centric papers to show how much we value our BHD
partnership. On Wednesday, May 30, 2018 we attended the 2018 annual MOMs. RBB was scheduled to teach. He was a no show. Later he said “I was out of town”. On May 25 (TH) 2017 we also saw doctor De
Silva teach at the Meeting Of the Minds.
We saw doctor De Silva back in 1989. What we learned from doctor De Silva at the
conference was that we were just and experiment for him. We would prefer not to be a unilateral
experiment with doctor RBB. We thought
that we had RBB “Stable” and then on April 3rd, 2019 he unleashed a
“Can of Whop Ass” that we fondly call the “Crash Appointment”. What he says is far different for us than
what he does.
