Abstract – Executive Summary
We define Lab as everything leading up to the proper testing of a sample to all it takes to distribute the results across the network including consumer.  In this study chartered for Fall Quarter of 2017 we evaluated several Clinical Lab Associated agencies.  We addressed both in and out of the Brand New Day (BND) sphere of influence (Network).  The order for our Satisfaction about in network clinical lab provisions from best to low performing is: Quest (MyQuest) > Central City Community Health Center (CCCHC) > Gilbert Pharmacy > Brand New Day (BND) Patient Portal.  We here at MSG developed an assessment tool to capture our consumer experience with our Labs.  We call our assessment instrument a: Clinical Lab Value Assessment (CLVA-MSG Beta Version – 19 Items).  We held out many of our discovery related topics.  We plan to address as needed (PRN) in our follow up report – a living report.

Focus – Results and Quality Assurance
The purpose of this report is to share results with our Clinical Lab centered network.  Much of our findings are based on Lived Experience over the 2012-Present time span.  We dove tailed this of our Annual Christmas Report Card (CRC) because it is the foundation for our follow up report.  The follow-up is a Living Document.  For this study our Master Provider is Brand New Day (BND) HMO SNP.  At he center of BND’s Network here lies Central City Community Health Center (CCCHC) Garden Grove.

Summary
Compare BND with MyQuest
MyQuest is far superior to BND’s Cerecons for accessing accurate lab results.  BND misinformation would irritate the providers accessing it.  There is a possibility that the Provider version is more accurate than Client/Consumer version. At this time we have no way to assess the Provider Version.

Since 2009 we have been helping the OCHCA – MHSA related Technological Needs (MHSA-TN) Technology Advisory Committee.  We asked to be trained on their EHR. while other employees were trained on it.  It didn’t work out for reasons unknown to us.  If we had been trained and later permitted to test it out a bit we would have hands-on knowledge about: Utilization, Quality, and Claims Management.

Transparency and Addressing Stigma
Early this year (2017) we presented to a local Consumer Advisory Committee on Assessing Patient Portal.  For the presentation we maximized Transparency about ourselves in an attempt to reduce stigma.  We provided all in attendance that day our BND Patient Portal account access information.  This disturbed many of them particularly the consumer-providers in attendance.  We have pulled out BND (Cerecons-Aerial) access information for the time being.  Our belief is that the more trustworthy people that can have access to real records that will facilitate research and move forward the Accountability and Transparency Movement.
